ADVANCED CARE PARAMEDIC (PERMANENT, FULL TIME)
The County of Simcoe is proceeding with the implementation of an ACP program commencing with the first class of internal paramedics in September 2010. There will be four (4) classes of paramedics trained by the end of 2012. An integral part of an ACP education program is the preceptorship which will begin in April 2011 for the first group of students. The County is looking for ACP\\\'s experienced in adult education and the role of field preceptorship to assist in successful integration of the ACP program.
PART I - DESCRIPTION OF POSITION
POSITION SUMMARY
Reporting to the Platoon Supervisor, the Advanced Care Paramedic (ACP) carries out a range of advanced care paramedic duties in keeping with performance based system design principles; meeting or exceeding response time requirements as outlined by CSPS policies/procedures, commitment to ongoing education of self and others in the pursuit of high quality patient care , ensuring the respect and integrity of patients; transporting patients to and from health care facilities; preparing and submitting reports; safely operating Paramedic Service vehicles and ensuring the stocking and safeguarding of vehicles, equipment, supplies & medications; and performs other related duties or tasks as assigned.
DUTIES AND RESPONSIBILITIES (not listed in order of priority)
Respond to Paramedic Service calls following operational policies & procedures and clinical protocols, while ensuring the safe, efficient care/handling of patient(s) at the scene and transport to and from health care facilities.
In multiple casualty situations, undertaking triage assessment, medical prioritization, appropriate treatment & transport.
Adhering to Basic & Advanced Life Support Standards and Base Hospital(BH) protocols, conducting an assessment of overall patient(s) condition; demonstrating appropriate use of inspection, palpation, percussion, auscultation and assessing vital signs; gathering information (including medical history) directly from the patient, family, friends, bystanders, first response personnel, etc. to make appropriate treatment & transport decisions.
Utilizing therapeutic techniques & critical decision making to manage life threatening conditions affecting patient airway, breathing and circulation that require invasive and/or pharmacological interventions in keeping with applicable standards & protocols with a goal of meeting or exceeding performance expectations of Paramedic Service delivery.
Initiating contact with BH to provide data on patient status, treatment protocols, etc. and to obtain information/clearance for further on scene treatment/intervention, as deemed practical and necessary by established protocols.
Preparing patient for transport to medical facility; delivering patient & reporting to receiving facility medical staff, particulars such as patient state upon arrival at the scene, medical history, medical interventions, etc. so they may determine further diagnostic assessments and interventions.
Complete reports and documentation required to document and detail the particulars of the call/shift in keeping with legislated and Paramedic Services requirements by completing required documentation on all Paramedic Service calls within the prescribed timeframe, including such information as therapeutic/medical interventions taken, administration of oxygen, pharmacological products and other supplies used, detailing notable incidents, concerns, issues and pertinent negatives encountered that would or could have impacted on the delivery/improvement of Paramedic services; ensuring the timely submission of such reports to Paramedic Services and safeguarding of patient records.
Conducting ongoing self and team assessments of activities, concerns, issues and problems that should be communicated to the Platoon Supervisors and/or Paramedic Services management.
Complete required vehicle, equipment & station checks and documenting same in keeping with legislated and Paramedic Services requirements.
Undertake daily inventory, accountability & functioning of equipment, supplies & medications by; maintaining required documentation on drugs used during the shift, counting all drugs at the start and throughout the shift, ensuring the dispensing and drug count procedures are followed at all times; reporting all discrepancies in drugs dispensed, lost or spoiled in accordance with legislation, paramedic services and BH policies, procedures & protocols.
Efficiently inspecting Paramedic Services vehicles & equipment for defects and carrying out station duties within the station and Paramedic Services vehicles, to ensure cleanliness, adequate and appropriate equipment and supplies are accounted for, appropriately used and securely stored.
Ensure operational contact with the Central Ambulance Communications Centre in adherence with Paramedic Services Policies & Procedures.
Embrace corporate values and paramedic services dedication to quality improvement initiatives by demonstrating excellence in customer service, participating in mandatory continuing education activities, including but not limited to field skill reviews, training and practice; performing and/or participating in chart review (ACR\\\'s) and other clinical investigation/patient care improvements.
Demonstrate leadership skills & dedication to adult education principles to engage paramedic students as a preceptor as required.
Identify and make recommendations to improve system performance.
Ensure the respect and integrity of patients and family members.
Demonstrate leadership as the Advanced Care Paramedic is the highest medical authority in the Prehospital setting with few exceptions.
Comply with provincial and County occupational health and safety legislation, regulations, policies and procedures.
Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act and the Personal Health Information Privacy Act (PHIPA).
PART II - POSITION REQUIREMENTS
EDUCATION, TECHNICAL SKILLS, AND CERTIFICATION
Community College Diploma (3 year program) in emergency health care/paramedicine (EMCA) or equivalent
Certified to practice as an Advanced Care Paramedic in the province of Ontario (within 1 month of hire to the County of Simcoe)
Meet current qualifications as outlined in the Ambulance Act
Hold a valid Ontario unrestricted \\\"F\\\" class driver\\\'s license (or provincial equivalent) with no more than 6 demerit points accumulated
Oral fluency, reading and writing ability in English
Fluent knowledge of Basic & Advanced life support patient care standards, Ambulance Act, related Regulations and Standards, Base Hospital system, procedures, protocols and techniques
Completion of successful police record search is required prior to hire
Independent and able to work effectively with minimal supervision
Proven track record in working effectively in emergency care environments
EXPERIENCE
- Minimum 5 years of previous paramedic experience
EFFORT
- Be in excellent physical health and able to lift heavy weights, as prescribed by patient care situations
- Be able to work under pressure & make rapid appropriate decisions
WORKING CONDITIONS
Exposure to inclement weather and road conditions
Exposure to various conditions of noxious odours, bodily fluids
Will be required to enter into patients\\\' home environments
Frequent exposure to highly stressful situations when dealing with patients in crisis
May be exposed to verbal abuse situations when treating patients
May be required to wear uncomfortable protective equipment
SALARY RANGE: $36.45 per hour
